when u buy a motherboard do u get the thing to turn on and off ur pc? i dont know the name sorry.

Power switches, all electrical leads, indicator lights, and such are all part of the computer case and the power supply. There are various leads and plugs which attach to the motherboard. Motherboars come with a manual which show you where to plug things in.

ok i got what u said thanks. my motherboard is damaged and if i buy just a motherboard my current pc power switch does not work this is what the dude from pc club told me when i asked for a motherboard. i have other parts of my pc like 250 hard drive and ddr etc. i need a motherboard and cpu and also the power switch for the motherboard. i live in california. so how do i get those and are they available at pc club.

I don't know about pc club. I buy most of my computer parts at my local "whitebox" store - the mom-and-pop computer parts/repair store. Got to be lots of those in California. If I have time to shop online, and wait on shipping, I buy parts from NewEgg and Tiger Direct.

Ok i found a motherboard in pc clubs website i want to know if it work with my cpu.
Motherboard- BIOSTAR P4M900- M4 LGA 478 INTEL PENTIUM 4 MICRO ATX INTEL
My cpu- Intel Pentium 4

i believe what you are refering to is a power supply. this is a box usually in the top rear of the case. in some cases a newer motherboard will not work with an older power supply. when this is the case sometimes it may even be suggested that you replace the entire case. the other stuff can be migrated to the new case.
i only say this because newer motherboards have more problems with heat buildup and an older case might not have the necessary airflow to handle this.
to answer some of your other questions:
yes the OS is on the hard drive. however when you change the motherboard it might be necessary to reinstall the OS(though in some cases a repair of the OS may work)
the CPU: what socket is on the current motherboard and what is the speed of the CPU once you know this you can check against the specs of the new motherboard.

o/s is short for Operating System.
windows is such a Operating System and is installed on your hard drive.
linux is another Operating System
in a short word no that motherboard will not run your cpu.
the p4 640 SL 7Z8 is a Prescott Pentium 4 3.2Ghz LGA775
BIOSTAR P4M900- M4 is a socket 478 motherboard
no way will your cpu fit that motherboard or any socket 478 board.
you need a socket 775 motherboard such as these.
