you will have to list what programs are running when you try and shut down the pc.

list all programs that run in the background of the pc all the time things like messenger, firewall, antivirus e.t.c

i closed out each one of the programs running leaving only systray and explorer running, i still could not shut it down properly, also i can delete items in the recycle bin one at a time, but not all at once i can access the control panel fast going through the my computer icon, but it takes about 15 seconds to access it through the start button i also cannot get the configuration utility to respond, please help

if you want to empty the recycle bin in one go just right click on it and select empty all.

anyway to your main problem.

it sounds like you may have pciked up some nasty spyware in internet explorer.

download ad-aware from this link.
make sure you run the update before you scan you pc,

would also be a good idea to run antivirus scanner as well.
if you don't have any anti virus have a look here for free online scans or programs.
