I have been playing in my bios Cool
I have overclocked the cpu so now its running at 3.4
The water temp has gone up by 8c
Cpu temp by 6c so now when pushed its running at 45c

Is that safe to leave it like that or should i put it back ?
The system is stable,  Its not crashed at all.

thats fine ken not a massive overclock from standard.
the chip will run a little hotter then normal but if the system is stable its fine by me.
I believe that typically for most CPUs (though it varies) 45C is just about the highest you'd ever really want to go. Some CPUs are marked as being able to withstand higher than that, but in my experience, if you go much above that, even if the CPU is marked as being OK with such, the motherboard and other components can start to suffer, and stability just degrades quite a bit.
he has water cooling wich gived him a big advantage. 50 is hot 60 u should really worry
45oC is nothing i have seen AMD chips just sitting round picking their nose higher then that.
